In 1994, shortly after moving to Lake County from
Washington, Stokes got involved in destroying the efforts of the Canyon Master
Plan, a citizen-initiated plan for growth control. His threatening
and abusive tactics prompted citizens to file letters with the County
Commissioners pleading that something be done to ensure their safety. The
Canyon Master Plan was in Flathead County. Stokes didn't even live in the same county.
